It seems essential to me that with comics' sequential storytelling there is a numbering system, even if it's one that restarts regularly. Putting a date on the cover would just lead to more confusion in my mind.
Well, sure, no system is without its drawbacks.
In Scandinavia all comics restart their numbering from #1 each new year.
